The article contains an analysis of the normative, communicative and ethical aspects of speech culture, which constitute the modern concept of the phenomenon under consideration. According to the author, on the basis of the science of the Russian language, information was provided on the organization of the structure of a person's language culture along with speech culture, reading culture, text work culture, and information culture.

Through the analysis of property of culture and proverb, it can be known that proverb can help one to understand culture. The way  it uncovers culture differing qualities can be associated with the designs  of esteem measurement, which passes on the data of a culture’s profound  meaning. From the point of view of uncertainty-avoidance, it can be seen that in spite of the fact that most of the western countries and America are low-uncertainty-avoidance societies,they basically  have distinctive  life  demeanors, since that Americans put more  accentuation on competition. From the point of view of high-context and low-context, the content gives the concepts of non-verbal communication and two layers of meaning of quiet. В статье рассматривается проблема формирования читательской и информационной культуры у младших школьников как ключевая педагогическая задача современного образования. На основе анализа научных трудов отечественных исследователей (Т.Г. Галактионовой, В.Н. Зборовской, Ю.П. Мелентьевой, Н.В. Пономаревой, С.А. Трубникова) раскрывается сущность читательской культуры как комплексного феномена, включающего культуру отбора, восприятия и осмысления текстов. Особое внимание уделяется трехуровневой модели культуры чтения (предкоммуникативная, коммуникативная, посткоммуникативная фазы) и ее трансформации в условиях цифровизации. Автор анализирует различные способы чтения (изучающее, поисковое, ознакомительное, выборочное) и их роль в развитии информационной грамотности учащихся. Подчеркивается необходимость формирования у детей осознанных читательских практик, критического мышления и навыков работы с мультимодальными текстами. The issue of the relationship between language and culture has always dragged the scholars’ attention. According to the American linguist E. Sepir (1993), language is closely connected with culture, which develops, expresses, and serves as a basis for the development of culture. It is known that language is in constant motion, it is an integral part of the history and culture of certain speakers, a mirror of the nation, the culture of the people. “Because any culture is manifested in language, it finds its material shell in language, and it develops and changes under the influence of the environment. The cultures of different nations differ from each other, first of all, in how they assimilate reality materially and spiritually.” The need to study the national and cultural features of language units and the need to shed light on the relationship between language and culture led to the formation of linguaculturology as a separate field. In particular, the fields of linguaculturology and translation theory work together to develop the principles of translation of language units with national and cultural features.

As the main task of communication, it can be recognized that people form communication on the basis of the experience developed by a certain person, as a result of which the demands placed on individual experience are limited.
